The Wacky Witch does ask for a particular picture of the Candy Dragon and that quest didn't unlock as a wandering quest from her until we unlocked the other Dragon colors.
I hope that is the case, but we don't know for sure if someone other than the Forestman will want a picture of a baby dragon.
I totally agree ofc, we should just be able to get the rest of the dragon babies, but for now we cant, and it doesnt really matter for the quests since its really just a single quest. (or, another way to put it, theres only 1 gold brick to be had from this) While it obviously would be nice if we could have all dragon babies and do all those photo quests, they're essentially 1 and the same quest, each of the dragon baby photo ones, whatever the color, complete 1 (the red dragon baby one, since you can complete that) and you will have actually completed them all.
